I did the two-day tour on Tuesday and Wednesday, starting at 9am and ending at 5pm. It was a good time and I'd recommend it but there is one major problem.
Buses do not arrive every 15 minutes as advertised. Washington DC traffic is crazy so every bus was late. In one case: I waited 40 minutes for a bus at the Lincoln Memorial, and then three of them showed up at the exact same time! Because of this, I couldn't get off the bus at the next stop because the third one directly behind us was the last bus. Since the buses were late and all arriving at the same time, no one was getting off. It was incredibly crowded onboard with no available seats so people were standing in the aisles. And yes - because of the traffic, it was an extremely crammed and slow ride for everyone back to the first pick up spot.
I'd recommend it, but keep in mind the late bus schedule because of city traffic. The tour guides told us this is a common problem, every day. Anyone who's familiar with city traffic, you'll know what to expect. Because I had to wait more than 30 minutes for some buses and fight traffic in the city, I suggest you start as early as possible to avoid the 5pm mess.
Now the good: The tour guides were friendly and knowledgeable. The bus takes you to all the great typical Washington attractions. Keep in mind, you have to do a fair bit of walking to get to places like the White House so wear comfortable shoes. It was a great way to see DC.
