Well worth doing, whatever the size group or family. Historic Downtown Savannah is actually quite small, and largely walkable. There is also a free downtown loop bus. That said, take the tour. Wherever we travel, we try to make an organized bus tour part of the process. This particular one was hands down the best we have ever been on. I will credit this in no small part to our guide, Mike Gardner, who was to date the best tour guide we have ever had, filling every moment of the ride with clearly-spoken relevant information or entertaining anecdotes. At points, actors would get on the bus and give a short in-character talk: on our trip we were joined by a prosperous freed slave, Forest Gump, and a resident world war 2 army air corp pilot. Apparently the guides are never sure who will be where. Like many of the other passengers, we chose to get off at the last stop and further tour on foot. (this was not the hop-on hop-off ticket) . Keep in mind that as modestly sized as the town is, you can still find yourself quite a long distance from your car and the start point, and the free bus loop leaves you several blocks away. So take careful note of where you park on a map/your phone.
