You can ride both the Red Bus and Brown bus. Just scan your ticket at Stop 1 next to the visitors center. There’s all day parking at the Penn State Penitentiary for $14. I highly recommend going there. Also the original Supreme Court and where they signed the Declaration of Independence.

Unfortunately, this was the worst experience I have ever had using a tour bus. I have used hop off and on in different cities for many years but this one is terrible. It was a black bus on the afternoon of 10/9, we were told they would not make stops because it would take too long, if you got off you would not get a seat back, the tour guide had to finish his pizza before leaving, and when my husband asked for a stop the driver told him that he was being annoying. The red city sightseeing bus was good and was like our normal experiences

The busses are clean, nice, seem new. The drivers were pleasant. We had 3 different tour guides, each with different perspectives and one better than the other two. Why? He stuck with the history more than the other two. I felt more informed. He also answered questions about what the museum he was pointing out covered, whether it was open since we were here on a National holiday etc. I find these city tours helpful in two ways: 1. They give you a chance to see the whole city and decide where you want to concentrate your time and 2. They provide transportation if you don't have a vehicle. I think the guides could step up their narration so only reason I didn't give a 5.
