My husband and I took this tour one Monday evening during our stay in Portland. Victoria Rose was very knowledgable about the history and legends of old town Portland. She was an excellent, humourous and engaging storyteller. Stories ran the gamut from underground tunnels to bars with extremely long urinals to a cursed parking lot.
We very much enjoyed this tour and would recommend it to any adult. The only caveat is like other "old towns" the tour area has an inordinate amount of homeless individuals that can make a person feel unsafe, especially at nighttime. My advice would be to drive to the meeting point (plenty of on street parking outside of the Lan Su Chinese Gardens) and park. The meeting location is in Chinatown and has plenty of people traffic, open businesses (Voodoo Donuts, bars, restaurants, etc) and constant police patrols. And like I stated before, Victoria and the homeless people who you will encounter have a mutually respectful and caring relationship that you will not feel unsafe while you are with her during the tour but take common sense precautions.
