A very long wait a long ride and a surly driver ,who expected a tip ,but did not want to speak

When we arrived at jfk the email instructions were not clear on where to go for the taxi. We ended up calling them and they directed us to the correct place. Once we got there it looked a little chaotic to say the least. We were told to go to the desk which we did. Once there the guy was talking on the phone all the way through serving us and then threw a ticket at me but apologised and said he was having a bad day. We were told to stand and wait as there were no seats. We waited over 45 minutes and then our driver arrived. He was shouted at by the manager for some reason and had his keys taken off him then walked away. We had to wait another 20 minutes for the next driver to arrive. He apologised and was very friendly. Whilst we were waiting I could here the staff at the airport talking to each other saying the new way was not working and they all looked very stressed. It definitely needs to be more organised. I felt as though every other ticket after me was called before ours. It was very stressful and not the way we wanted to begin our holiday.

Why do they have the same transfer bus for people all over manhattan, the ride took 2 hours before we where dropped off at the hotel
