We took a Skagway City and White Pass Summit coach tour with several other couples - not very crowded, so we all got window seats. The coach (not big enough to be a bus) had really big windows, so view was good. Only problem was low-hanging clouds and rain, so there was no view at the summit. Our driver Tim seemed to know his local history well, was friendly, offered to take the couples' photos together. Since we couldn't see anything at the summit, Tim detoured a bit to an overlook of Skagway in its little valley - which was below the cloud line. We hiked up to Reid Falls and saw the Gold Rush cemetery. It was a short tour, but was relatively inexpensive compared to the train ride (which would have been in the clouds that day too).
