Our two day pass was included as part of Philly City pass valid for two days. We were excited to be able to hit at least two sites a day and have a tour of the other places. We started off at location 1 Independence Hall visitor center. The bus was full which was fine for us as we had seats. But as we started our tour, we noticed the pattern that at almost every stop, there was no room for others to get on. The concept of "hop on/off" is a misnomer. It's more like a "hop off...wait 2/3 busses till the next...you may be able to hop back on. We stopped at site 11, Eastern State Penitentiary and spent a few hours there. When we attempted to hop back onto the bus to finish the tour, around 4:30,and return to site 1, we had to wait for the second bus. And this was lucky because there was a few family who actually had been passed by 2 buses already. I called the company number to see if the bus was going to pick us up since it was already 5 and I knew they sent their last tour bus at 5. I promptly got put on hold and then forwarded to a voicemail. When the 2nd bus finally came, there were so many of us on there it was standing room only on the first level. But we were all glad to be able to "hop on".
The second day, we expected this to happen so we had resolved to use the pass to get to the final two places we wanted to stop, Reading Market and Philly Museum, and Uber back. So after we finished the museum, we passed the bus stop and already saw the swarm of people being turned down by one bus. We walked to the waterfront and spent a few minutes there. On our way back to the front of the museum, again we noticed people being turned down for what ever bus had just gotten there. We happened to overhear there was a smaller shuttle going directly back to site 1 but people wanted to finish their tour so only two kids got on it. We got on it also since we just wanted to go to the starting point. We stopped at site 17 to help with the overflow. These people got no tour. I overheard one say they had been passed by 4 buses! There was a lady with her new born and mother who clearly were in distress. It was terrible. This whole time we could here on the radio the counts of persons/site which still needed to be picked up. I'm sure these people were super stressed knowing it was past 5 and wondering if they would see a bus.
On both days we never saw the Philladelphia Siteseeing Tour buses with this issue.
.I'm giving it 3 star because the tour guide was nice, Maggie I think, and because, when you are on and have a seat, it's a nice way to experience the city if you never want/need to get off the bus!

.Thank you for your detailed review. I am truly sorry that your experience did not meet your expectations. Our tour vehicles depart regularly from Stop 1 to make their way around the tour route. Vehicles depart more frequently, the busier we get in order to accommodate all those waiting at stops. Our complimentary shuttle service is available to assist as well. I am pleased you enjoyed your guide, Maggie, and in general, the tour itself. I apologize for any inconvenience you experienced.
